ATR Consulting is looking for an experienced Business Development Director to lead its bid team for the Afghan market. We are seeking a professional with excellent soft and technical skills to manage RFP-based as well as unsolicited proposals to potential clients. The candidate will have excellent writing skills, strong domain knowledge, and the organizational skills requisite to manage RFP responses. S/he will present ATR’s capabilities to clients, and build relationships with them. S/he will identify services and products adapted to client needs.

The Business Development Director

The Business Development Director is a central position within ATR’s management. S/he will lead the bid team for the Afghan market and will shape ATR Afghanistan’s growth strategy. The director will manage the firm’s efforts to generate more business in our fields of expertise and identify new opportunities for development. S/he will work closely with ATR’s Managing Director and will be part of the ATR management team.

Duties and Key Responsibilities

Strategic development

• Monitor donors’ priorities and requirements;
• Monitor market trends and new business opportunities;
• Identify potential clients and lead unsolicited proposals;
• With ATR’s management, define business development goals and financial objectives;
• Contribute to ATR’s strategic vision for Afghanistan;
• Organize seminars, presentations and publications that contribute to ATR’s strategic goals.

Bid management

• Ensure a systematic tracking of new RFPs;
• Manage tendering for each RFP while meeting internal deadlines;
• Lead and support the bid team in assessing information requirements, and identifying partners and external expertise;
• Coordinate the inputs from all parties contributing to the bid;
• Review and approve Development Officers’ drafts and re-write sections as needed;
• Prepare budgets with the Finance Director and the Managing Director;
• Ensure the quality and timeliness of all submissions;
• Liaise and maintain business relations with clients;
• Obtain feedback from clients when proposals are unsuccessful;
• Develop procedures and best practices for bid management.

Building client relationships and communications

• Map potential new clients and identify services and products adapted to their needs;
• Prepare unsolicited proposals, concept notes, pitches and quotes for current and new clients;
• Promote ATR’s brand by communicating our domain expertise through website content, in-person presentations, and other media;
• Represent ATR with current and potential clients, partners and other stakeholders.

Team management and institutional building

• Manage the Development Officers, providing direction, mentoring and feedback;
• Lead the recruitment, training, and performance evaluation of the Development Officers;
• Lead and manage the bid team through effective training and knowledge development/sharing;
• Set up and improve bid management systems and ensure efficient use of time, personnel and financial resources;
• Prepare an annual plan and budget for the Business Development unit, in cooperation with the Finance Director.

Required qualifications

• Master’s’ degree in Social Sciences or any other relevant field (or equivalent professional experience);
• Minimum of three years’ experience in leading business development efforts for similar organizations;
• Proven skills in designing and winning proposals;
• Experience with creating and leading presentations to groups;
• Demonstrated capacity for building and leading teams;
• Strong oral and written English skills;
• Experience planning and managing social research and M&E projects in conflict and post-conflict zones or in an international development context is an asset;
• Experience in Afghanistan is an asset.
