Anne Jasim-Falher, founder and Managing Director of ATR, has over fifteen years’ experience in Afghanistan, including five years working in remote and insecure provinces. Besides her deep knowledge of the country’s social, economic and political situation, she has developed recognized expertise on stabilization, governance, institutional and human capacity development, and monitoring and evaluation (M&E).
Anne started her career in New York, at the French Permanent Mission to the United Nations, before settling in the North-east region of Afghanistan, where she managed reconstruction and development for ACTED, a French NGO. She then joined a team of international experts on Afghanistan at the United Nations Assistance Mission for Afghanistan (UNAMA), in the Southeast Region of the country. For three years she supported the sub-national government in coordinating humanitarian and development activities in the region. She was also heavily involved in a successful stabilization initiative, an experience she then used to influence policy-making on stabilization.
In late 2007, she became the Acting Head of the Resident Coordinator’s Office in UNAMA Headquarters, where, for two years, she coordinated the second-biggest country-level United Nations portfolio in the world. Under her tenure at UNAMA, she co-led the development of the United Nations Development Assistance Framework (UNDAF).
In early 2010, she joined the Ministry of Rural Rehabilitation and Development (MRRD) to help design the MRRD third Strategic Intent. For two years she advised the Minister and the Deputy Minister for Programs on the implementation, monitoring and evaluation of the Strategic Intent and she led the reform of the Ministry. In March 2012, Anne founded ATR, an Afghanistan-based firm, which she now manages.
Anne holds a Master’s Degree in International Administration from the University of Panthéon-Sorbonne (University of Paris I, France) and a law degree, with a specialization in public law, from the University of Rennes I, France. She also studied law at Hamline University, in Saint-Paul, USA. She has lived in the UK, the US, Afghanistan, India, the UAE, and France. She is fluent in French, English and Farsi.
