Duration of contract: 12 months renewable (3-month probation period)

Duty station: Kabul, Afghanistan

ATR Consulting is looking for a Monitoring and Evaluation Specialist to work as part of the M&E and research teams in Afghanistan. We are seeking a professional that has strong experience with questionnaire design, and qualitative and quantitative data analysis. The candidate will have excellent writing skills, strong M&E knowledge, and the organizational skills requisite to manage M&E and research projects. S/he will present ATR’s capabilities to clients, and build relationships with them. S/he will identify services and products adapted to client needs.

The Role:

The Monitoring and Evaluation Specialist will work in a cross-cutting role, which includes work in the Research Unit, Capacity Building Unit, and the Business Development Unit. The M&E specialist is responsible for providing M&E support and expertise on ATR projects. In addition, the M&E specialist is responsible for developing ATR staff members’ capacity in specific areas of M&E, in coordination with the M&E Manager.

The M&E specialist will be evaluated based on the quality of the support delivered to ATR Project Managers, investment in sharing sector-specific knowledge, results in building ATR staff members’ capacity, as well as his/her contributing to the overall development of ATR’s approach to M&E.

Responsibilities (approximately 70% of workload):

  • Designing research methodology and sampling strategies
  • Designing qualitative and quantitative data collection tools
  • Design and review of logframes and indicators
  • Providing advisory support to clients, lead training sessions on M&E as part of capacity development projects, facilitate Theory of Change workshops
  • Performing quantitative and qualitative analysis
  • Leading report writing, and presenting findings to clients
  • Providing technical inputs for proposal development

Cross-cutting responsibilities (approximately 30% of workload):

  • Building individual expertise on M&E through courses and training, plus any thematic specialism relevant to ATR’s work
  • Systematically building the capacity of Research Officers, Research Team leaders, and Project Managers in areas relating to M&E, mentoring and peer-reviewing their work, providing regular feedback and guidance
  • Testing various methods of data collection, data entry and analysis, supporting the Senior M&E specialist in developing new products or new approaches
  • Developing and improve existing systems for M&E, and institutionalizing best practices for ATR

Required skills and experience:

  • Master’s degree in development, economics, statistics, political science, or related field
  • At least 2 years of experience in monitoring and evaluation, preferably with project formulation and implementation in conflict or post-conflict environments
  • Experience working overseas for an international organisation
  • Strong coordination skills, with ability to handle multiple activities concurrently, work under pressure and to tight deadlines
  • Excellent written and oral English skills
  • Proficient in database management, and Microsoft Office programs
  • Experience with questionnaire design, and qualitative and quantitative data analysis
  • Proficient with quantitative data analysis programs (STATA, SPSS, or R)
  • Strong understanding of quantitative analysis including impact evaluation methodologies
